at the a new storm... now moving into the bay area... along with high winds. you are looking at city crews hoisting the 25 foot acacia tree here in this video. it toppled over at around 4 am .falling on to this house on the 300 block of virginia avenue.the worst damage was that the backyard fence was knocked down..only caution tape and a few splintered boards remain..luckily the resident inside the home was not hurt. the city says they soil was saturated by the rain and the nearly 50 year old tree couldn't hold up any more. the homeowner says she called the 311 to complain about the city maintained tree on more than one occasionbut nothing was done. >> i knew it wasn't dying or near death and i thought that this city could come out and take care of their tree. what ever it was going to do. i knew that it was -- going to die. unfortunately, it came down on a a structure. >> the department of public works are now chopping up what fell down.they admit that the homeowner did everything right and should have been out here sooner. they say they are changing their producal on how to respond to f

hole and expose an 8 foot storm pipe. city officials say the big pipe was designed to safely transport a massive amount of water underneath this road steering rain water away from homes but somehow it failed. on sunday morning, the road caved in - the crater is now huge, 80 feet long, 30 wide and 18 feet deep. the failure is under investigation, but in the meantime, the race is on to figure out how to put in another drainage system. city officials say if there is not a temporary fix put in before the next storm hits ... it could be disasterous out here. also in the east bay... the amount we are expecting the rains to come back on tuesday. with a heavy rainfall on wednesday. the goal is to get down to this storm pipe by this time tomorrow as we can assess the situation. if we were exposed like this water would be the enemy when it comes to soil. if it came in like this fully exposed it could be catastrophic. we are trying to get the utility company to get down to the storm drain to reassess it and get it working for wednesday. if not, some taboret control measures and be prepared fo

. and it union city 880 southbound is jammed because of westbound 84 and eastbound 84. there is flooding. i'm 84 now is canyon road at palo mayor is just west of 680 a mudslide has completely shut down niles canyon road. do we stop on interstate 680 for a while. in the south bay there continue province for the guadalupe parkway northbound of flooding at taylor street and the lanes. that is backing of the ride northbound onto 280. 280 have been pretty heavy here headed towards the west valley. you can see it is jammed up coming through cupertino as well. earlier occuring problems at winchester and northbound at woodside have cleared from the alliance of 280. >> looks like a mess out there. mike pelton is giving us the deal and castro valley. we talk to last hour it was coming down pretty hard. has a lot of any at all since then? >> how say it was exactly as it was a half hour ago. is is pouring along castro valley boulevard. a lot of people are getting their morning started. traffic will increase slowly along castro valley road. you can see some of the runoff from the building that i'm standing b

. what you are looking at is a crew from the city's department of public works trying to use a rake to clear one the dozens of backed up stormed drains left over from the hard hitting storm system. this one created a mini lagoon to spring up at the corner of van ness and hayes....taking over a few lanes of the street...making it tough for drivers....the high water also covered the sidewalk....forcing pedestrians to treadnats bit those getting around on the shuttle buses because the church and van ness stations were closed with yellowthis is a still picture taken underground at the church street stop....which got four feet of water over the tracks....some ridersbite service was restored at around 1pm once crews finished clearing the tracks highway.....made an impromptu obstacle course for bikers and beach goers....and kept cars out which were closed from splintered tree branches were another common sight today..this massive ficus engulfing a parking meter....and blocked the entire sidewalk and at least one lane of traffic at hayes and polk...the city brought on extra tree cutting cre

the river used to flood every 10-15 years. but the river did not over flow this time. even though the city was prepared. it placed barricades and flooded signs in the downtown area near the river saturday. $400million was just spent on flood improvements, the project is still only 2/3 done but he says the revamped flood control system worked well. >> it continued after 8:00 a.m. this morning, raining till noon we might have had a problem. the project is designed to give the water more room when it is necessary. this bridge, third street is higher than the old bridge. and in the previous configuration water levels today would have been lapping at the bridge. >> reporter: she was concerned about the napa river water level since they own the water front project that houses restaurants, clothing stores and condos. >> they did a great job. >> reporter: officials will continue to keep a eye on the napa river. more rain is expected this -- expected this week and this is only the start of the raining season. reggie kumar, kron 4 news. >> pg&e is working around the clock to restore power to all cus
